c - Porting network auditing software to Windows -

i attempting port network auditing program called argus windows using gnulib. first time using gnulib, or porting software @ matter, , i've gotten stuck because source code argus not contain makefile.am gnulib seems need (the configure.ac available, though). possible continue without automake file? gnulib best option this? alternatives have? have little experience guidance on matter appreciated.
