ruby - "certificate verify failed" despite setting CACERT.PEM environment variable in Windows 10 -

i have set environment variable ssl_cert_file correctly -- here's cmd output set:

ssl_cert_file=c:\railsinstaller\cacert.pem

here's link have in cacert.pem: cacert.pem
